I just wanted to add that this is not as cut and dried as it might seem. The Constitution is completely silent on the matter of whether Electors shall be bound. It leaves the manner of choosing electors up to the states. Therefore one possible interpretation is that the States are therefore free to bind their electors if they so legislate. All that is Constitutionally required is that each state's electors cast two votes, one for president and one for vice president (See 12th Amendment). Therefore, the Circuit Court Ruling could conceivably be overturned by the Supreme Court. Given the make-up of the Current Court however, I wouldn't expect it to do so.. I also think there may be a nuance here not mentioned in the media report of the case. Colorado voters did pass, I believe, a law spelling out the circumstances under which their electors would be bound to cast their votes for the presidential candidate, and their running mate, that won the popular vote nationally, regardless of the within-state vote. However this may have been after the Clinton -Trump election. That's something I am not sure about. If the Baca incident preceded the passing of the Colorado legislation binding Colorado electors under certain circumstances, then Baca could be a one-off ruling that might not conflict with the Colorado law, as the law can not be retroactive...
