Basically, yep. Looks like a MACD, or varieties/time frames/combinations of "things". Moving average convergence /divergence. Can be used to do a lot of things. Don't think I'm to far wrong on that.
In education, balance point charts involve grade variance. I suppose in other disciplines as well. Have no clue if your charts involve variance. A novel thought - consider asking the person who originally posted the chart?
