There is a difference between fascism in general and the fascist party, basically what Mussolini founded. Because of the past history you can't praise Mussolini or things like that. In Germany they do the same, and even stricter. But you can go around saying that you hate immigrants, gays, jews, and all the things you can hate. Besides, it doesn't happen very often that this law is applied.
