I guess I have learn something new, my father in law has a cousin that is lieutenant-colonel in the US Army and he is always addressed as colonel, they do not say the full rank. Generals are the same, they get addressed as General even if they are not a full blown general.
One country / one system. Ours has changed twice in less than 10 years... Interesting to see that in the US and in other countries, they put capital letters on the grade.
