    As looters and rioters ransacked the city of Philadelphia again Tuesday night in response to the deadly police shooting of Walter Wallace Jr., the city police's response was reportedly obstructed by their own deputy commissioner.

    WTXF-TV reporter Steve Keeley tweeted Wednesday morning that police officers were "extremely frustrated" after Deputy Police Commissioner Melvin Singleton allegedly ordered both patrol and commanding officers to "not arrest looters just disperse them."

    "By the order of CAR-2, Philadelphia Police will respond to 'priority' calls only," the alleged directive from the department obtained by Keeley said. "This means no calls for disturbance, missing person, stolen vehicle, burglary or theft will be answered."

    Keeley added that some officers believe the order "leaves no deterrent to stop looting."

    It was not immediately clear if and when the order became effective, as police made at least 90 arrests, most for burglary, during Monday's riots. However, Keeley's tweet seems to indicate that the order was given heading into Tuesday night.



    Rioters first took to the streets Monday night after video of 27-year-old Wallace's death went viral on social media. In the video, Wallace appeared to be walking toward police as they yell at him and eventually open fire. The officers said that Wallace was carrying a knife and refused to drop it as he approached them.

    Philadelphia police reported that on Monday night alone at least 30 officers were injured amid the chaos and lawlessness. Videos on social media showed rioters and looters facing little resistance as they burnt property and ransacked shops.

    BlazeTV's Elijah Schaffer recorded Black Lives Matter protesters chanting, "Every city, every town, burn the precincts to the ground!"

    Schaffer was later attacked by a mob while recording looters inside a Philadelphia Five Below store, resulting in a bloody mouth and swollen lip.

    Schaffer described the assault in a video posted on Twitter, in which he said he "was jumped by BLM rioters while they were looting more than a dozen stores, including Wal-Matt [sic], T-Mobile, & 5-below."

    Another weekend... more planned ANTIFA riots in Raleigh.

    The police now go door to door handing out flyers warning about the planned riots.... how nice.

    It would be better if they would go arrest the violent protestors (it is the same 200 people over and over) rather than standing around and deescalating.

    Raleigh police have been going door to door, warning downtown businesses and neighboring areas about potential protests expected in the area on Friday night.

    Police have been handing out flyers to many downtown businesses and residents who live nearby. They are also encouraging people to enable any security cameras they may have in their homes, to close and secure doors and to be alert.

    “It just said that (Friday) night, there’s a protest and it was a black flyer with a pumpkin on it,” Debra Hyson said.

    Hyson lives in the historic Oakwood neighborhood near downtown Raleigh. She said police stopped by her house Thursday morning to warn her about potential protests getting out of hand. She said this was the first time she’s seen Raleigh police approach her for something like this and plans on staying home.

    “I’m going to see what’s going to happen, but I really have no control over what people are doing,” Hyson said.

    Officials with the Raleigh Police Department said it will provide security, crowd control and traffic direction. WRAL News stopped by several local businesses with many employees saying police also warned them about potential protests.

    Most of those business owners would not speak on camera for fear of being targeted Friday night.

    “Just to let us know the details and size, but they just wanted to keep us informed ahead of the curve,” Tedd Weigele said about the notice.

    Weigele also lives in the same Oakwood neighborhood. He said he’s not too concerned and welcomes the right to protest.

    "I don't feel like anyone needs to board up or anything but just keeping an eye on everything," Weigele said. "To me it's a beautiful thing ... people able to practice democracy, but there's obviously a lot of tension, so I feel everybody's pain."

    WRAL News reached out to Raleigh Mayor Mary-Ann Baldwin about the possible protests. She said the city was still gathering information and there currently were no plans in place for a curfew Friday night.

    Downtown Raleigh Alliance officials are aware of the possible protests and have been sending out a memo to many businesses owners warning them and giving them some tips on how to protect themselves and their business if things get out of hand.
