    (CNN)A Navy veteran shown being beaten and pepper-sprayed by federal authorities in a video that went viral out of Portland, Oregon, last month is suing the Trump administration for allegedly violating his civil rights.

    The lawsuit, filed Wednesday by the American Civil Liberties Union, also includes claims from a protester who had been detained and forced into an unmarked police vehicle, encapsulating a set of disturbing episodes that drew scrutiny to the federal response to the city, where advocates demonstrating against police brutality have clashed with law enforcement for 90 straight days.

    Christopher David, the veteran, had been making his first appearance at one of the protests when he saw a group of camouflaged authorities deploy tear gas on some protesters and knock others to the ground, the lawsuit says.

    After he calmly approached the officers to ask them "what they were doing and why they were not honoring their oath to support the Constitution," he was pepper-sprayed twice in the face and struck five times with a baton, breaking his hand in two places, according to the lawsuit.

    "I swore an oath to defend the Constitution," David said in a statement Wednesday. "If unchecked, the flagrant violations of our civil liberties in Portland will undermine our freedoms all across the country."

    A suspected gunman fatally shot himself Wednesday as Minneapolis police were moving in to arrest him for a slaying committed hours earlier, sparking looting in the downtown area, police told Fox News.

    The man was with a female at a parking garage around 2 p.m. when they encountered another man, Minneapolis police spokesman John Elder said. The couple got into a confrontation with the man, who was fatally shot by the man who was with the woman.

    The couple fled on foot but the woman was taken into custody by police a short time later. Authorities searched for the suspected gunman and found him just after 6 p.m. in the Nicollet Mall area, a shopping and dining district in the downtown area.

    "As officers approached, he produced a handgun and shot himself," Elder told Fox News.

    Surveillance footage of the shooting showed the man shooting himself near a group of people.

    Officers did not open fire, he said.

    Looting inside downtown businesses occurred after the shooting, Elder said, but no details were available. Officers were beginning to make arrests, he said. Videos posted to social media appeared to show people smashing windows and breaking into businesses to steal merchandise.

    Mayor Jacob Frey pleaded for everyone to go home during a news conference. He imposed an immediate curfew and requested assistance from the National Guard.

    "What we're calling for right now is peace," he said. "This destruction and property damage just takes away from that underlying goal."

    Police Chief Medaria Arradondo dispelled misinformation that his officers were involved in the suicide death, saying it was not officer-related.

    "I will not allow to add more trauma to a city that's still grieving from May 25," referencing the death of George Floyd, whose death while in Minneapolis police custody sparked ongoing nationwide protests and riots.

    He said one officer was injured, but not seriously.

    Hennepin County Sheriff David Hutchinson told reporters downtown that deputies were assisting the Minneapolis Police Department. He urged people to go home and obtain the facts of the case before jumping to conclusions about what happened hours earlier.

    "When the police do things wrong we need to hold them accountable, but this is not the case," he told reporters. "We as the police, the Sheriff's Office did nothing wrong tonight."

    Gov. Tim Walz declared a peacetime emergency Wednesday night and said the National Guard and 150 Minnesota State Patrol troopers were being mobilized to assist local law enforcement.

    Minneapolis, it’s time to heal. We must rebuild and recover. Dangerous, unlawful behavior will not be tolerated," he wrote. "The State Patrol is headed to Minneapolis to help restore order. I remain in close contact with the city and every state resource stands ready to help bring peace."

    Three people in court Wednesday were accused of selling merchandisestolen earlier in Augustfrom a Saint Laurent store that had been “completely looted” of $5 million worth of items, prosecutors said.

    The merchandise — among 1,000 total items taken from the Gold Coast store — includes a $2,000 purse, an $800 pair of boots and sunglasses, Cook County prosecutors said. Each was allegedly sold by the defendants on online marketplaces to undercover officers who arrested them during the in-person transaction.

    Rolond Alexander tried to sell a pair of boots he claimed he got from a “crackhead” after trading a bottle of liquor for them, Assistant State’s Attorney Lorraine Scaduto said. The boots had allegedly been looted Aug. 10 from Saint Laurent at 11 E. Walton.

    The 24-year-old was arrested Monday in Chatham with a 9mm pistol with a laser-sight in his waistband after arranging on the OfferUp app to meet with undercover officers, Scaduto said. Alexander allegedly claimed the gun was the “crackhead’s” too, and would return it later.

    Judge Arthur Willis ordered him held on $5,000 bail on gun and theft changes.

    Two other people in court were arrested together Tuesday afternoon in North Center after both allegedly agreeing to sell items posted on Facebook Marketplace to undercover officers.

    Shawn Davis, 20, admitted to looting Saint Laurent after detectives pointed out that he was wearing the same distinctive shirt he could be seen wearing in surveillance video of the incident, Scaduto said. He allegedly took a pair of sunglasses he later tried to sell to officers for $100.

    Davis was ordered held on $1,000 bail on charges of theft, burglary and looting.

    He was arrested in a CVS parking lot with Makhaila Young, a 19-year-old woman who was there to sell a Saint Laurent purse for $900, Scaduto said. Young also faces a gun charge because officers allegedly found a pistol with a defaced serial number on the floorboard next to the stolen bag, Scaduto said. She allegedly said the gun was hers but later denied it.

    Young claimed she bought the purse for $200 from someone her boyfriend knew but denied participating in the Aug. 10 looting, Scaduto said. She allegedly claimed she was home with her family.

    Willis ordered her held on a $3,000 bail on theft and gun charges.

    This is exactly the left's argument why the police should be disbanded. If police weren't available to arrest this murderer, he wouldn't have had to commit suicide. And his friends might not have looted that night.
