Kathleen Blanco warned rioters and looters in New Orleans on Thursday that National Guard troops are under her orders to “shoot and kill” to end the rampant violence in the city in the aftermath of Hurricane Katrina. Announcing the arrival of 300 Arkansas National Guard troops in New Orleans fresh from service in Iraq, Blanco said, “these troops are battle-tested. They have M-16s and are locked and loaded.” “These troops know how to shoot and kill and I expect they will,” she said.

    Chicago looting leaves residents feeling unsafe, ready to leave city, property management company tells mayor

    A prominent property management president said the residents he represents and the company's staff do not feel safe in Chicago after the city was hit by looters again on Sunday. Sudler President Steven Levy sent a letter to Mayor Lightfoot on Wednesday to express his concern.

    The most telling video from Chicago’s latest bout of downtown looting has to be the one that shows two men walking nonchalantly down the street pushing their newly-acquired fancy suitcases.

    Big and bold, with little more than a glance over a shoulder, they’re in no particular hurry as they make their getaway — not unlike the tourists we might normally expect to see striking a similar pose on Michigan Avenue after vacating their Airbnb and killing time until their flight home.

    But tourists are few and far between right now because of the pandemic, and in their place, we are faced with an organized criminal element that seems capable of outmanning and outmaneuvering the police at any time of their choosing.

    For the second time in barely two months, we are left to contemplate whether it has come to this: that criminals can act with impunity on what we have always believed to be the safest streets in Chicago.

    It’s a heartbreaking reality, a gut punch to our collective sense of security.

    Because if it’s truly the case that police cannot secure the goose that lays the golden egg, the downtown area that provides the bulk of the jobs and most of the tax revenue on which this city relies, then Chicago truly is circling the drain.

    I apologize if that sounds melodramatic, because that’s not normally how I think. But I’ve spent the day cycling rapidly through the stages of grief for our great city — and find myself trapped between shock, anger and sadness. I suspect many of you are in the same place.

    We knew after the first bout of civil unrest following the George Floyd killing that the city couldn’t afford for it to happen again, knowing full well that it might. And yet it managed to catch us with our guard down.

    Most of us made peace with the destruction and the looting the first time, understanding that the country was due for a reckoning over race and that there were greater injustices in play.

    But this wasn’t about that, no matter what really happened in this latest shooting by police in Englewood. This was a power play by the same people who terrorize other neighborhoods.

    I watched on television Monday morning as Mayor Lori Lightfoot and Police Supt. David Brown engaged in fingerpointing, casting blame on Cook County State’s Attorney Kim Foxx and the judiciary. Then Lightfoot exploded on a mild-mannered television reporter who rightly called her out on it, displaying a character trait that is growing tiresome.

    Brown wanted us to know how smart police had been to deploy 400 officers to respond to the downtown unrest as soon as they caught wind of it on social media, never fully explaining why that was insufficient to quell the disturbance. Could it be that he needed to send 800?

    The mayor had spent the weekend obsessing over an embarrassing party at Montrose Point where social distancing was not observed. She was so busy solving the problem by petulantly erecting snow fences around the shoreline that she may not have noticed her police brass were still unprepared to adequately respond to a real public safety emergency.

    Later I drove downtown to see Foxx respond in person to what she called “dishonest blame games,” and not surprisingly, she did not accept any.

    Unfortunately for Foxx, she is the only person in the immediate chain of responsibility who is on the ballot this fall. That probably doesn’t mean anything in overwhelmingly Democratic Cook County, but as Foxx herself said, this is a “weird” year.

    Her Republican opponent, Pat O’Brien, is a former judge and high-ranking prosecutor with legitimate credentials, albeit a little conservative for my taste.

    Anyhow, Foxx said people are looking for answers not blame.

    Unfortunately, no one seems to have any of those, either.

    On the way to Foxx’s news conference, I noticed it was difficult to know whether I was looking at newly boarded-up buildings or ones that just hadn’t completed their repairs from the first time, a reflection of our sorry state of affairs.

    On the way home, I was blocked from driving up Michigan Avenue by an array of squad cars blocking every intersection from Ohio to Oak Street, our welcome mat to the world.

    I didn’t see any suitcases.

    Chicago alderman wants resignation from state attorney for refusing to charge looters

    An alderman on the Chicago City Council wants Cook County State's Attorney Kim Foxx to resign because of her pattern of dropping charges against alleged criminals.

    Alderman Anthony Napolitano, an independent, said on Thursday that Foxx's decision not to press charges against some people who were arrested during the riots in Chicago last weekend has put the city at risk. Napolitano, who is a former police officer, said that law enforcement has been trying to keep up with the city's crime, but Foxx keeps refusing to press charges.

    "We had a justice protest that was hijacked a couple of months ago by domestic terrorists. They looted and rioted the city. The CPD, the Chicago Police Department, locked up the criminals. Our state’s attorney let them go," Napolitano told Fox News's America's Newsroom.

    "On top of that, our [city] has probably the worst gang problem in the entire country ... with 117,000 gang members. We average over 500 murders a year, over 2,800 shootings per year, and our state’s attorney just got credit for letting over 25,000 felony offenders go. The problem here is it’s a catch and release system. Why not hit everybody? Why not destroy the city? Why not loot it? Now, after this recent looting, they're already in the process of letting the criminals go again," he added.

    Foxx, who garnered national attention after she dropped the charges against actor Jussie Smollett, has a reputation for dropping charges. She dropped 29.9% of charges against those arrested for felonies, according to the Chicago Tribune. Foxx outpaced her predecessor, Anita Alvarez, who dropped 19.4% of felony charges while serving as state's attorney.

    "If you are going to do the crime, you're not going to do the time in the city of Chicago. They’re laughing at us for this. If people don’t stand up and make a stand right now, draw a line in the sand and get rid of the state’s attorney, this is going to get worse in the greatest city in the country," Napolitano said.

    According to a report from the Minneapolis Star Tribune, the number of officers in the Minneapolis Police Department has been reduced 10 percent since May and the department “could lose as much as a third of its workforce by the end of the year.” Some on the city council have sought to abolish the police department.

    With this development, there has been a corresponding spike in violent crime. Minnesota Public Radio reported that as of August 4 Minneapolis had experienced more than twice as many homicides in 2020 as during the same period in 2019. Local CBS affiliate WCCO reported that through July 26 robberies in 2020 were up 36 percent over the same time period in 2019.

    The situation has become so dire, that on July 28 Minneapolis issued a warning to city residents in the 3rd precinct. The missive read,

    Robberies and Carjackings have increased in our Precinct. Cell phones, purses, and vehicles are being targeted. Some victims have been maced, dragged, assaulted, and some threatened with a gun…

    00 Robberies and 20 Carjackings have been reported to the 3rd Precinct Police in July Alone. Downtown and Southwest Minneapolis have seen an increase as well.

    As part of a set of “Robbery Prevention Tips” that accompanied the alert, the city encouraged the targets of violent crime to acquiesce to their attacker. The document advised “Do not argue or fight with the criminal. Do as they say.”

    Despite the proclamations of governments that have neglected their most fundamental responsibilities, Americans need not be victims. When presented with a reasonable threat of death or grievous bodily harm, free individuals have the right to defend themselves with deadly force. This right is inherent to all people, preexists any government, and is not dependent upon the Second Amendment – which codifies the right to armed self-defense in the U.S. Constitution.

    In his book, Armed: New Perspectives on Gun Control, Florida State Professor of Criminology Gary Kleck addressed the efficacy of armed self-defense. Citing crime victimization data, Kleck determined “[v]ictims who used guns were less likely to be injured than crime victims who did not resist.”

    The practical ability of average Americans to meet violent crime with armed self-defense has improved substantially since Professor Kleck first began his reseach.

    At present, 42 states and the District of Columbia have “shall-issue” Right-to-Carry permitting regimes or administer a concealed carry licensing scheme in a manner consistent with the Second Amendment. There are 16 Constitutional Carry states that do not require a permit to carry on one’s person for self-defense. Several other states allow an individual to carry a firearm for self-defense in a private motor vehicle without obtaining government permission.

    Further, gun rights supporters have worked with lawmakers throughout the country on Castle Doctrine and Stand Your Ground laws that clarify when a person may lawfully use force in defense of themselves or others. Following the U.S. Supreme Court’s 2008 decision in District of Columbia v. Heller, at a bare minimum all law-abiding Americans have the right to keep a handgun or other firearm in their home for self-defense.

    Black Lives Matter activists in Seattle are demanding homeowners willingly give up their property to Black people as a form of reparations because they’re “coming for it” one way or the other.

    Footage of the new demands was livestreamed Wednesday night by Concrete Reporting via the Periscope app and quickly spread across social media.

    “Give up your house,” exclaimed one of dozens of activists marching through a neighborhood. “Give black people back their homes. You’re sitting their comfortably — comfortable as f— as if they didn’t help gentrify this neighborhood. I used to live in this neighborhood and my family was pushed out and you’re sitting up there having a good time with your other white friends.”

    The Chicago Black Lives Matter organizer who justified looting as “reparation” has doubled down — insisting this week that even calling someone a criminal is “based on racism.”

    Ariel Atkins told WBEZ that her group “100 percent” supports the violent looters who trashed chunks of the Windy City on Monday, again repeating her claim that it is “reparations.”

    “The whole idea of criminality is based on racism anyway,” she told the NPR station.

    “Because criminality is punishing people for things that they have needed to do to survive or just the way that society has affected them with white supremacist BS,” she said.

    At least 13 cops were injured and 100 people arrested in violent clashes that led a mostly black community in the troubled South Side to kick out a BLM march the next day.

    Atkins attacked Chicago Mayor Lori Lightfoot — who is black — for calling the looting “straight-up felony, criminal conduct.”

    “It’s like her deciding what is criminal and what isn’t,” Atkins said, suggesting that calling the thieves criminals was itself a form of racism.

    “I will support the looters ’til the end of the day. If that’s what they need to do in order to eat, then that’s what you’ve got to do to eat,” she said of those who even tried to smash their way into a Ronald McDonald House caring for sick children and their families.

    Atkins dismissed the idea that civil rights had “ever gotten wins” from “peaceful protests.”

    “Winning has come through revolts. Winning has come through riots,” she said.

    “The only people that can undermine our movement are the police, our oppressors, and then us when we don’t believe in the people that we’re fighting with,” she told the station.

    “If anyone is attacking this city, it’s them,” she insisted of police.

    “And anybody who is rising up and saying, ‘We won’t take this anymore, we’re going to do what we want’ — those are the people that she should be trying to protect, and those are the people that she should be getting outraged for,” she said.

    Atkins had no sympathy for the businesses damaged in the spree, which included a small convenience store likely to go out of business after being looted twice in 40 days.

    “The fact that anybody gives a s–t about these businesses over what is happening in this city right now and the pain that people are in and the suffering that is taking place, I don’t care,” she admitted.
