The video seems to show Adam Toledo with an object which was likely the handgun found at the scene. But then he has his hands up, and he's not trying to resist at that point. Well here's a twist I didn't expect. He's right of course. Here's the issue at hand as I see it. We all have the benefit of the final still shot showing the kid with his hands up( like the one just posted above)^ The question is, what does that look like in real time, real life situation? A reasonable person can admit it probably looks quite different and having to make that judgement to shoot or not in under a second, after a foot chase with a armed suspect.
