In fact, yes, I would approve of a mandate that a person must provide all medical history that includes any history mental illness when purchasing a firearm. I would also approve that any Gunshop owner can refuse service to anyone, at any time, for any reason. I also approve of a mandated waiting period of at least 7 days on any purchase, mandated firearm training, 20-40 hours which includes training on legal obligations, and a psychological profile given before the weapon can be actually in your hands if the instructor(s) observe red flags. All of this at a reasonable cost. Can't do it, don't like it, then live with the consequences and nobody gets to bitch about the next killing.

I would raise the age to 24, 21 is not enough but way better than 18. I'd regulate marketing for guns, same as cigarettes are treated. Guns make men weak, conflict resolution is a learned skill. I like the Colombian approach where if you do get a permit, only the army is licenced so sell a firearm, there's a limited choice and it's not a thrilling consumer process of browsing guns.
