There is even a deeper level of dishonesty here. 2009 was Obama's budget. There was not a FY 2009 budget (Oct. 1 2008 - Oct. 1 2009) signed into law until March 12, 2009 by one Barack Hussein Obama. This was after he defended TARP on the senate floor AND THEN tacked on stimulus. Clever eh?, tack on stimulus into the 2009 budget which Obama himself signed into law, keep subsequent years level but at insanely high deficits (therefore small percent changes), then call it Bush's budget. It only works on the stupid, but then again there are a lot of stupid voters.

In FY 2008 the deficit was an 'unsustainable' according to democrats $454B. In FY2009 it was $1.413 Trillion. So where did the $1T come from? About $400B was a drop in revenue, about $110B would have been mandatory increases had Bush's budget been passed (see the request item FY2009 change from 2008) So that leaves $500B extra firmly in the lap of Barack Obama, his stimulus and TARP.
