Article 1 covers legislative powers of the federal government. Article 2 covers the Executive Branch. Congress created the Dept of Education and several agencies related to health care which the Executive Branch has power over. If Congress deemed it appropriate to oversee education and health care and legally create agencies/departments with full grants of power, then the provision of that is within the realm of the Constitution. You of course will come back with some leftard comment about free education and socialized medicine but that is not what was said. You are conveniently claiming the Constitution says nothing about providing education or healthcare but the government provides a lot of services and protections created under the powers granted by the Constitution. If you have a problem with that, your issue is with Congress, not with the Constitution.
