If a CEO files a Form 4, the reaction can be huge within less than a minute. I don't play in that league, but I still try to get the info as soon as I can so I can understand why my stock is going up/down.
I've never seen that happen. CEOs in particular have bad reasons to buy stock. VPs (esp VP of sales) and CFOs are probably more meaningful. But to each his own.
