    Indeed, the amount of conventional artillery on the border is such that it's virtually a guarantee. A weak form of MAD by the North and I'd not be surprised if they have some form of dead man switch too.

    All flights suspended into NK they know all they have to do is put a nuke in cargo hold and blow it up over a major city.

    They could also drive a truck/bus with 1 over the border then anywhere they want.

    Or sail a small boat up next to a city.
