They could also intercept a missile test then claim it was an attack and live nuke, that would give america an immediate right to send 1 back. This bastard is living in the "Billionaires Cocoon" i.e. out of touch with the reality. In the process he is throwing into risk the lives of 100s of millions around the globe. Not only will NK inflict maximum harm it can to the aggressors, on the way out they might give the nukes, missiles and other WMD type nonsense to Al Queda and ISIS type organizations. US using WMDs at the borders of Russia and China will not sit pretty with mega nuke powers.

These days major powers do not conduct nuclear tests and rather model them on the computer to get more accurate readings. NK only has to give $10m to some drunk poor Russian or Chinese scientist and they will have computer modelling available to conduct H-Bomb tests several times a day. It is not the matter of waiting but rather not kicking the sleeping dogs and not getting bitten and mauled. Trump came with the agenda of "Make America great again" but his deeds more point towards "Put America in danger again".
No one would want to take the risk except you. Honestly no one would use their lives to let people in North Korea has a more "western" life.
