The Costa Rican colone appreciated against the dollar 22% in the last 12 months. Furthermore, their Tasa Básica Pasiva (the equivalent of Federal Funds Rate) is 9%.

Americans should watch who they talk to in Costa Rico. The place is full of IRS agents.

I can sell you the Golden Gate Bridge very cheap if you ask that question or perhaps my radar for sarcasm was turned off,

Are you saying IRS agents can't afford a Costa Rican vacation? Not with that colones appreciation!

If you think that the IRS pays for their agents to spend time in a foreign country on the off chance that they overhear some American blubbing about their tax avoidance, then you are an idiot.
