The cultural paradigm was entirely different between then and now. Had blacks been allowed to participate then, when America was largely an agrarian society, there would have been no need for such a paradigm shift such as it is today. It occurred to me recently that if Africans in America worshiped Booker T. Washington with the same enthusiasm they worship MLK. Our country would be practically unrecognizable compared to what it is today.
The last thing Democrats want is for Blacks to be receiving paychecks for working. Blacks are social conservatives already, if they were getting paychecks and paying for all the handouts they would be Republicans. Without that 95% Black vote in their pockets Democrats would be a footnote in history...
