And if reps try it, they'll craft something to replace the ACA and it will almost have to include the parts of the ACA that most people like. And those require at least an individual mandate and the subsidies. Only 1% of actual surgeries are done out of country. My friend considered surgery on his hip in the US ( he could afford to pay ), but Canada came through and he got it done in less then a year. Americans made their choices so you have to pay those high health care premiums. Trying to denigrate other more successful systems isn't a positive step to much needed reform on the US system.
if trump is really thinking... he works to set up rules to encourage national exchanges and requires the companies entering the exchange to provide basic care in exchange for vouchers. The govt can provide these vouchers to every citizen. No lobbying will be allowed. Then he lets the companies on the exchanges to offer superior plans for additional money on top of the vouchers. Its a "public - private" partnership that uses competition and to provide better care. The medicare budget can be used to pay for much of the cost of the vouchers. if democrats are concerned about the short fall. we can establish a tax on fortune 500 companies run by democrats who no longer have to provide health care.
I think this is actually a pretty good idea. I don't think you can use medicare to fund it however. Political third rail that Trump would be foolish to fool around with. This model is actually how Medicare Advantage works. Very popular with seniors but Obama has cut into it. The people who use it are not his base.
if what i read about the costs of covering the pre existing conditions is true. Then the only way to create a new plan that insurance companies would want to be part of... is one they would have to be .. very large. A national exchange. The voucher part is going to give back to consumers the choice they must have. If the govt is still going to be taking care of medicare... then the vouchers should be pretty affordable to the govt. Now we need to work into the program an incentive for those covered to use the services as if they were paying for them. Maybe the insurance companies can work that into the basic voucher plan. Maybe even a rebate when no emergency services are used during the year for anything besides emergencies.
