Aero is visual candy enabled by default in Vista and Windows 7 (not applicable if you use Windows XP). Aero enables for semi-transparent windows etc. Read more here. If you use Aero it puts a heavy workload on the graphics card with higher screen resolutions. The "wave" effect you observe is likely how your graphics card repaints the screeen in real time.
