I don’t know about this policy being enforceable since 1997, but I do know Trump is the first President to enforce it on a large scale. I suggest you google presidential deference if you’re lost on what I mean by “enforceable.” The root of all of this is the border wall. Trump is trying to use harming these children as leverage to get his immigration agenda passed, which is despicable.
Congress has the power and full authority to bring this to a conclusion today, right now. It is congress who is holding these children hostage, all just to have an issue to talk about during this 2018 campaign season. Now that is despicable, and business as usual for our congress. In the interim I'm just offering up a voluntary program as a solution. While our inept and indifferent to suffering congress does what they do best, which is appear to be doing something while doing nothing, the outraged leftist can open their homes to these poor, displaced people.

I think you need to go look up the difference between what makes an action subject to civil penalties and what makes one subject to criminal penalties. The president is the person who can stop this today. Congress was designed to handle issues in a slow manner, this is why there are two bodies with different representation structures. You should take some time to learn about your government since you have an interest in politics.

I am confused by what the objection is here, except to be able to scream "it's for the children." What is ICE supposed to when it apprehends border jumpers? Just turn them loose if they had kids with them? That is the democrats' solution, they just would prefer not to have to say it out loud to voters.
