Nobody. It is my opinion. In my honest opine, I welcome all people with legal status to vote in this country, SO LONG AS THEY PAY THEIR TAXES. Those numbers you mention can be issued to non-citizens..." We're never going to get away from this whole non-citizen voting issue. So let's compromise. If you are a legal immigrant but a non-citizen, so long as you PAY TAXES and are traceable with said ID number, you may vote. In the purist sense, only US Citizens who accept the American English language as the official language of this country (which of course will never happen because the USA does not have an official language), and strive to speak, write and understand it, should be allowed to vote. But that is a fantasy.
Green card holders have soc. sec. numbers. They are not citizens. They can't vote in national elections, but they are eligible for social security benefits.
I think everyone legally here on election day should be able to vote except Republicans. But how will we identify them? Maybe every overweight white, middle-aged male wearing a necktie or a MAGA hat should be prohibited from voting. That would catch most of them.
