Right, like they can use them. the USSR was stronger because they occupied more land mass than the USA... a small difference is not important. 500 to 1 advantage in land mass and 75 to 1 advantage in population is enormous. And that's just comparing Israel to the arab world, that does not take non-arab muslim countries (some of which have nukes too) into account.
