    Shirking of duty is in many cases, perhaps most, not illegal. But it is always bad practice.

    For example, if the President, for political or any other reason, were to routinely ignore all Bills presented for his/her signature, the Constitution's requirements, according to the letter of the law, would not be violated; yet certainly the spirit of the law embodied within the Constitution would be.
