you are right... the numbers sound absurd. like in the tom clancy reports when misinformation is released to avoid some other type of problem. Maybe they are protecting some very high ranking official by putting out a crazy story.
On the contrary, they are probably understated. Just look at some of the press reports in the past for prosecution for this sort of thing. Scumbag gov't hacks and potential predatory child molesters. I won't mention the state where this occurred, but there was an incident of a Veteran's Adm. worker in charge of incineration of hospital pharmaceuticals who used them to rape young underaged girls for several years.
Naw, 21% (per peil) of pentagon employees did not purchase child porn. Perhaps 21% viewed pornography on their work machine. Perhaps one employee purchased 5200 images, but I do not believe 5200 (21%) of pentagon employees have purchased child porn on their work machine, or their home machine for that matter. 21% buying porn at home is plausible, but that would indicate stupidity more than perversion (who pays for porn?).
