Your first link appears to be an off point irrelevant fluff piece after reading the first few sentences. Your second piece is garbage. Giving away DNS control was insane for Americans. Maybe not for foreigners like you. The first amendment need no longer applies to the internet. If other entities get control of ICANN and it becomes political they could censor content just as the tech industry is doing now. We are now at much bigger risk for cyber warfare.

If it doesn't need to be done, it's not a fucking emergency. If a President threatens to declare an emergency 2-3 months before declaring it, there is no emergency. If illegal border crossings are near an all-time low, there is no emergency.
