It's simple really. Bigotry is overt generalization of a group of people based on race (this can mean nationality), creed, or sexual orientation. A racist policy then, is any punitive policy that relies on such overt generalization, rather than on the individual.

Decriminalizing border crossings and offering citizenship to undocumented immigrants is the same thing as open borders. You're essentially telling anyone that wants to come here that they can stay as long as they find a way across the border. Laws don't work if the benefits for breaking them far outweigh the penalties for getting caught. I'm all for allowing children to stay with their parents in detention centers, but I believe we have laws preventing this.
