He is accused of crimes in Wisconsin; he is charged in Wisconsin. Illinois has nothing to do with the murder charges.
Then why is he being extradited to Illinois? Edit. NVM, I heard the news blurb wrong on the TV. He was taken into custody in Illinois, and is being extradited to Wisconsin. Whoops, my bad!
