I have a good first step. Create an independent state board that reviews police complaints and has a systematic way of getting rid of the officer after a certain threshold is crossed. The board will be represented by "all sides" equally. Those complaints could come from fellow officers that work side by side and know the bad actors better than anyone because they see and talk to them everyday. You can create an incentive system similar to the sec wall street whistleblower program. There you go, constructive commentary. I'm part of the solution not the problem. Have a nice day.

Exactly! This is the #1 issue I have. Many liberals are interested in problems only when it aligns with their election chances. Here4money is only concerned about racism and police brutality insofar as it makes Trump look bad and helps him to not be re-elected. He doesn't actually care about black lives. If he did, he'd be on a crusade tirelessly to make black communities safer, or at least point out deaths in Chicago and tragedies in other cities in the black community. But you only hear about it when it affects Trump. That's why it is so hard to take folk like him seriously.
One solution: refresh police training in restraint methods. Prime example is that knee pin. The way I was taught, and have used, is to lock the offender's neck under your shin, with your weight split between your toes and your knee, both of which are on the ground. If you get non-compliance, you shift your weight back to apply more pressure to their neck. But there is always a substantial gap, you're never really crushing their neck. And your partners have the control they need to cuff him.
