The entire thing is a bit tongue in cheek... but reflects a very important point The Trump administration has no plan to end the pandemic and they have taken no reasonable steps to end the pandemic. Having a section titled "ENDING THE COVID-19 PANDEMIC" is the joke here. Let's take a look at recent news...
