They learned everything they know about cut and paste from the Iranians.

 

so where did the Iranians learn from?

 

If we limit the discussion to government military video/photo cut and paste, the Iranians may have been the first to use such a technique but they might have learned it from Russian nuclear technicians (former Chernobyl engineers).
