Our Washington "leaders" measure federal program success in terms of tax dollars spent. Not measurable metrics like ROI, actual benefits or improvement. So to him and is ilk, anything less than a few billion would be deemed "underfunded".
This guy is an incredible piece of shit, the whole family is shit. this website failure reminds me of the 'big dig' in boston, except on a much larger scale. I can't recall the numbers but the project took like 4x longer to complete and cost like 7x more than the initial estimate. i believe the first month it was finally open, a piece of concrete fell from the ceiling and killed some woman driving under it. how anyone actually wants these grossly incompetent politicians/bureaucrats to do anything, unless there is absolutely no other way, blows my mind.
