That’s not what Cuomo said. Go listen to his response and earlier statements. New York and dozen other states has a medical review board for vaccines that works with the FDA. New York has a state approval process for new vaccines — it works on the same timeline as the FDA. Normally only lagging federal approval by a couple of days. The board is there to review the federal documentation to ensure all the federal safety and efficacy studies were properly completed and no short-cuts were taken.
