He is attempting to suspend legal immigration and you cannot simply stop something that is legal to do so why would he have done it before? He is trying to use the emergency to take advantage and feed his base. What is the purpose to suspend legal immigration? 80 to 90% of flights are not operating, most people in the legal immigration process are already here on proper documentation, others doing it legally are applying to the embassy in their own country and not here yet. In other words it makes a big splash with his base to suspend LEGAL immigration but it is not something that really does anything with respect to corona. I can get on a plane and fly to latin america and then come back with no problem (getting on one of the still operating flights) but a Mexican who is about to get a legally applied for Green Card is blocked. I don't see the difference if stopping Corona is the purpose.
