It may or may not exist. Even if it doesn't exist, it is not an issue. The presidents power to declassify anything non Nuclear related is absolute, doesn't even need to be in writing. The only exception are Nuclear secrets. This is what they are hoping to get him on now. On anything else they have no legal case whatsoever. Otherwise they would have raided him in 2021.
