One of the first things you have to do when opening an account is give a bankaccount number and proof that you are the owner. How are you going to proof that the bitcoin account is yours???

That's not what you asked initially. You wanted to convert a USD account in bitcoin and withdraw bitcoins. And vice versa. That's a completely other story than deposit and withdraw in the same currency.
