Africa could supply cheap beef to the entire world if they could get the north states to all work together to keep the tsetse fly from migrating south.. It was done once ~1905 but one of the dictators there quit cooperating.. The basic idea was to deforest a swath across north africa a few miles wide so the tsetse fly could not cross it to reproduce. It worked fine for a short while. All those states are moslem kingdoms, I doubt they would cooperate even today...
