    Yes we can, and we have for many years already.

    Ozone is produced by ultraviolet light and by electrical discharges. Is is very agressive and oxidises anything it gets in contact with.

    When we started using toner in copy machines, and used high voltage static electricity to handle the toner, all copiers produced ozone, which gave the copy room it’s very specific smell. As you can also smell after lightings strike.

    50 years ago you could even buy ozonisers that produced ozone for improving air quality in offices and reduce headaches.

    Nowadays ozone is considered a dangerous toxic and copiers and printers have a reduced voltage to avoid producing it.

    On the other side: it also kills bacteria and virusses, so it is used as a decontamination chemical. As such it is far less dangerous than other toxics, if used in a well designed environment.

    If you were refering to the ozone layer, the answer is negative.

    Not only would it require vast amounts of ozone (and thus energy) to actually have a measurable influence on the concentration, it would also be very hard to know what will happen. Ozone is constantly formed and broken down in the atmosphere, the actual ozone content is the result of very many reactions and mechanisms.

    We found out decades ago that our chlorofluorcarbon (CFC) cooling agents were catalytic to breaking down ozone, and might be causing the increasing hole in the ozone layer above the south pole. So there was agressive and successful action to stop using them worldwide.

    It is still unclear if that really influenced the equilibrium in the ozone layer.
    It is also not known if the increase in CO2 and CH4 will help restore the ozone layer, or contribute to its decline.

    There are so many uncertainties, that it does not seem a good idea to start huge scale geo-engineering to solve a problem that we don not understand very well.,,

    Yes we can make ozone artificially. Just set up a bunch of wind turbines and make Jacob's ladders run non-stop. Free Ozone!

    The photo chemistry in the upper stratosphere that creates the ozone layer and the detailed photo chemistry and kinetics of the destruction of ozone in the upper atmosphere by CFCs is well understood. Roland and Molina won the Nobel prize for elucidation of the photochemistry and measuring the kinetics.
