From March 2013, but still interesting (Russians are interesting folk). Anyway, my guess is that it was taken at the base of the Peter and Paul Fortress, which is on the bank of the Neva river.

Not really cold in March, in Peter.Let them sunbathing in January in Far East or Siberia.

 

I think, in Siberia it's very cold even in summer, it's actually a very severe region with very low temperatures and harsh weather conditions for life.

 

Not anymore (and even before that). The permafrost is thawning (so you can guess how warm it is) releasing CO gas and the world is going to end.
