with all my skepticism over California in general and Silicon valley in particular, i have to say that still there is no comparison to USSR.... and I bet, given the option, Anton Troinikov would not move back from Silicon Valley to USSR, if he ever lived there yes there is bureaucracy and it works similar everywhere, the difference is in capitalistic system corporate bureaucracy eventually is destroyed, often along with the company on the government level government bureaucracy also is eventually destroyed , often along with the country (as in case of soviet union)
