@maxinger, I guess the following: One needs to be a member of the SHFE, ie. must have a seat there. Practically it means a trader can trade via a brokererage firm etc. that is a member there, not much different from any other exchange. https://www.shfe.com.cn/eng/services/members/memberlist/
As far as I knew, it's not directly open to foreigners yet, unless the foreigners set up local entities in China, like some trading firms in China. For China local traders, all brokerage firms provide this product. And it's useful for aluminum traders around the world to have this reference of AlO futures price in China market. Indeed there are many foreign companies got seats in China exchanges. And to set up a China local trading firm to trade all futures/options is a cheaper solution as applying for exchange membership could be more expensive.
