I expect there's a tax incentive for doing so since the state isn't taking care of these homeless?

Actually the business has been doing their best to clean up the trash left by the homeless but Seattle keeps fining them. The business's complaints about the homeless problem does not get the Seattle government to fix the homeless issue at this location or extra help to clean up the mess -- but the extra media scrutiny about the problem only served to enrage the left-wing government officials to provide more fines.

Another fine example of your government hard at work. This is why business owners generally dislike government entities. They do nothing to help and only cause more problems. Running a small business has enough challenges already without your local government acting like di@ks.
