Does this mean I can place and cancel MOO orders between 15:50 and 15:59 for ARCA equities? I trade a few ARCA equities and want to submit my MOC orders as late as possible

True but the IB link referred to the rules as "NYSE markets rules" not "IB rules". I sent IB a message about this last week but they still haven't gotten back to me. Are they more responsive via phone than messaging in the portal?

Yes, if you order offsets a published imbalance. Otherwise no. That is consistent with the rules stipulated in both links.
