How did you define the red dotted line?

It looks like a hand drawn version of RSI or Stochastics

 

To be on the safe side - do not trade at the dots. this is where the stock has no trend.

 

Based on what? Lunar cycles and current windspeed?

 

The both. But when in doubt, use common sense (if you are not a hero).
