So OPRA only gives me access to the best bid/ask for an equity option? If I want to see all exchanges I need to subscribe separately to ISE, NASDAQ, NYSE Arca, and NYSE Amex options (L2)?
What Broker? It differs by market data provider and software. OPRA provides L2 but your broker can offer L1 or L2.
yes each exchange is a separate company. they all charge for the overhead of their technology. Opra is not always reliable btw.

We offer non-pro L2 option market data for free on our LVX platfrom for accounts at IB. https://www.lightspeed.com/trading-platforms/livevol-x/
