Price cap did not change despite liquid trading lower

  1. Price caps are frustrating, but I have learned to live with them. I assume all brokers have price caps = inhability to trade when a stock makes a big move and liquidity is low.

    But yesterday I experienced a fixed price cap that kept sitting 5% higher than where the stock was actively trading. The after hours total volume was almost a million shares, but the price cap did not change for 10 - 15 minutes.

    Has anyone experienced that?
