What are the criteria for permission to trade OTC pink stocks with IBKR? I called phone support but it's just a mess. The woman told me that that she couldn't tell me. The web site doesn't provide that information either. (I'm not using a margin account.)

I found this statement as well: "To trade penny stocks, you must meet the minimum financial and age criteria required to trade equity options, and you must be using two-factor authentication (Secure Login System physical security device or IBKR Key security app) with your account." I set up two factor and I meet the age requirement. They never say what the actual financial requirements are. Schwab let's me trade OTC pink there, but I have a significantly higher balance at Schwab. (Specifically because of issues like this where I call up IBKR with an issue and the support does not inspire confidence.) I could probably transfer whatever their requirement is, but I'm not interested in transferring random amounts of money to try and figure it out. They've made this a "show me a rock" problem.
I think they're saying to trade OTC stocks, the financial and age requirements are the same as their requirements for trading equity options. So apply for a margin account and apply to trade equity options then you'll be set to trade OTC stocks. Margin account is required to trade options. From my experience with other brokers, they don't have an exact financial amount to get approved for options trading. You answer multiple questions (net worth, risk level, income, etc...) then they approve/disapprove based upon the summary of your answers.
