Sadly it is — based on the other media articles and video of Rudy at the event.

No sane person would be sober talking about a disaster that was allowed to go ahead by the same people in the room.

No sane person would agree to that talk in the first place.

  9. 'I'm not an alcoholic -- I'm a functioning': Rudy Giuliani denies he was drunk during rambling 9/11 speech

During the interview, Giuliani pushed the far-right conspiracy theory that President Joe Biden is suffering from dementia.I'm not demented like Joe Biden.

Former New York City Mayor Rudy Giuliani went full MAGA on the 20th anniversary of the 9/11 terrorist attacks when, during a rambling speech at the Mid-Town Manhattan restaurant Cipriani, he mocked the Queen of England's British accent and slammed Joint Chiefs of Staff Chairman Mark Milley as well as President Joe Biden.

During an interview with the Daily Mail on September 12, Giuliani said, "'Yes, I had a scotch. But I was not drunk. There is a deliberate attempt (by) the left wing to paint me that way."

The Mail asked Giuliani why he had used the word "functioning" — as in functioning alcoholic — in reference to his drinking. The former NYC mayor told the Mail, "I'm not an alcoholic. I use the word functioning; I don't know why I used the word functioning. I am not an alcoholic. I am 77 years old.

Using the term "functioning alcoholic" when describing one's self is a cheep cop-out way of justifying their alcoholism. He is basically admitting he drinks a fuck-ton of booze each day, but tolerance level is so high that he can perform basic functions in a normal life.

My step-father was the same way. He actually was a "functioning alcoholic". But at least he didn't drink during his work day. But MAN he got nasty at night.
