They have signed away their rights to seek asylum in Germany in a legal document to receive the payment. If they come back they will immediately be deported (hopefully). Or they will need to come back under a different identity -- but I assume the Germans are smart enough to fingerprint anyone applying for the payment.

Along with the fact that her party took a severe beating in the Bavarian elections for immigration reasons. Now you have the likes of Hillary and John Kerry running around saying that the Europeans need to let up on the migrant fiascos because it leads to the election of deplorables. Note that there objection to the invasion is only bad because it does not help lefties to get elected- not that there are any real problems related to it for the deplorables living in the invaded countries.

If you've lived elsewhere you'd know that Mohammads move in, Wolfgangs move out. Native Germans are emigrating at a significant rate. That's a pretty nice business plan now though. Pay €1000 to smugglers to get to EU, leave with €3000 + any illegal income from Germany. Nice return! Meanwhile legal immigrants and tourists have to go through the rigorous Schengen visa process. When it comes to immigration policies, the EU, led by Western Europe, is completely backwards.
In our area of the U.S. we do see a significant number of younger Germans coming over to the U.S. for university education. A small number stay and are involved in our local tech economy and multiple Durham based start-ups. However most go back to Germany after graduating.
