I'd like to keep some investment accounts outside the US. So far I have Internaxx on my list, Maybe Saxo and Swissquote also.

Any others you guys know of? I'll be investing (long term holds) in US ETFs

  2. where do you live?

If by any chance you are US citizen or US resident --- you will have problems to find a foreign broker or bank -- FATCA.
If your broker (like internaxx) resides in EU or UK ---- they won`t be allowed to offer you US ETFs.

I see some brokers elsewhere, like Hong Kong. Can a US citizen buy US ETFs through them or do the rules prohibit all foreign nations from selling those to US citizens?

Due to IRS agreements with most foreign countries (FATCA) opening an account with offshore brokers and banks is not easy.
Brokers under ESMA regulation are not permitted to sell US basket products to their customers.
