Nasdaq 9:25 cut off

"9:25 A.M. MOO, LOO and IO orders may be submitted but not updated or canceled."

I am aware of the 9:28 cut off, but has not been aware of the 9:25 cut off. Has the 9:25 cut off as described above always been there or has it been added in recent years?
