There is historic precedence against his stance, but this sets up a new world where a president is above the law while he is president and can't be held accountable after he leaves office. What Federal precedent says Congress can impeach a President, not in office? Real question... not trying to argue... yet. I have never seen any precedent mentioned. Its just a bunch scholars and pundits arguing for their point of view.
